適用条件（eligibility）
New greenfield biochar production facilities converting waste biomass (agricultural residues, forestry byproducts, food processing waste, recycling economy materials) to biochar via pyrolysis/gasification. Feedstock must be purely biogenic waste that would otherwise decay or be combusted for non-energy purposes, and must meet sustainability criteria specific to source category. Biochar must be applied within one year of production to eligible land (cropland, grassland, forest, vegetated urban soils) as soil amendment with H:Corg ≤0.7, or to non-soil applications (concrete, asphalt) requiring high-technology production facilities.
