適用条件（eligibility）

Deployments restricted to High Nutrient Low Chlorophyll (HNLC) regions with specified nutrient thresholds (NO₃>8 μM, PO₄>0.5 μM, Fe<0.2 nM, Chl-a<1 μg/L). Projects must be located in sovereign state's EEZ or Extended Continental Shelf, minimum 12 nautical miles from shore, in areas supporting 200+ year carbon retention through deep ocean circulation. Substrate must meet size, density, and controlled sinking requirements (≥20 m/hr sinking velocity, ≤30 day floatation period). Project must demonstrate additionality and prevent double-counting, with no interference with sensitive ecosystems or indigenous rights.
