適用条件（eligibility）
Eligible biomass is lignocellulosic (≥60% lignin+cellulose, C:N ratio ≥50:1) from sustainable terrestrial sources including forest residues, agricultural biomass, or landscape management waste. Storage sites must be in anoxic marine basins with dissolved oxygen <0.03 mg/L, stable stratification, deployed within EEZ or Extended Continental Shelf, at depths typically >200 m beneath the photic zone. All operations require local permits, compliance with maritime law (UNCLOS, London Protocol), and sustainable biomass sourcing certification.
