適用条件（eligibility）
CO2 must originate from biogenic sources or direct air capture (not fossil fuels or lithospheric carbon). Raw materials must be sustainably sourced and comply with EU/national legislation. Production facility must reliably meter and quantify output. Environmental and social safeguards including stakeholder consent are required. Additionality must be demonstrated through conservative counterfactual analysis showing carbon finance is necessary. Projects where baseline natural sequestration exceeds 50% of total sequestration are ineligible.
