適用条件（eligibility）
Applies to construction of a building (with a building-code confirmation certificate under the Building Standards Act) or civil-engineering structure (built by a contractor licensed for civil-engineering work under the Construction Business Act) using biochar-containing concrete of ≥30MPa (30N/mm2) compressive strength. The concrete's CO2 fixation quantity must be measurable under JIS or an equivalent recognized standard; the concrete must be sourced from a JIS-certified or industry-accredited ready-mixed/precast concrete producer; all raw materials (concrete and biochar feedstock, including wood/bamboo) must be domestically sourced from unused biomass; and the project must comply with applicable environmental/social safeguard laws.
