適用条件（eligibility）
Reforestation that secures CO2 absorption (chunk0 「再造林活動を実施することにより吸収量を確保する活動を対象」). Reforestation = planting to regenerate treeless land (「再造林＝無立木地において、植栽により更新を行うこと」); eligible sites are barren/recently-harvested land and young forests (1–5 yr) within municipally-managed forest areas. Implementer must hold cultivation rights or be a new land acquirer with responsibility for planting, tending and forest protection; regional forest stock must not decline vs. the March 2013 baseline.
