Regulation establishes methodologies for three permanent carbon removal pathways: (1) DACCS—direct air capture with geological storage in Union-permitted sites; (2) BioCCS—biogenic CO₂ capture as by-product (not generated solely for capture) with geological storage; (3) BCR—biochar production via thermal treatment of biomass at ≥350°C with mandatory heat utilization, applied to soils or incorporated in cement/concrete/asphalt. All pathways require standardized zero baseline, proof of permanence and storage, compliance with sustainability criteria, and continuous monitoring through geological storage transfer (DACCS/BioCCS) or biochar application verification (BCR).
