適用条件（eligibility）
Projects must be in US, US territories, or Canada with wells permitted under EPA Class II/VI (US) or equivalent regulatory frameworks. CO2 sources must be eligible industrial/power generation processes, sustainable biomass (BECCS/BiCRS), or direct air capture—but NOT from natural CO2-bearing formations. Projects must demonstrate additionality (regulatory surplus and performance standards or three-pronged test). Project proponents must hold clear legal rights to pore space, obtain surface owner approval for post-injection monitoring, and comply with applicable transportation and well construction regulations.
