適用条件（eligibility）

Projects must be implemented on degraded lands expected to remain degraded without intervention. If on organic soils or wetlands, no water table manipulation is permitted, with maximum 10% disturbance and species restricted to historic natural forest conditions. Litter must remain on site; ploughing/ripping is limited to the first five years and cannot be repeated within 20 years. Natural regeneration is assumed to be minimal, requiring regeneration monitoring areas outside the project boundary to verify baseline assumptions.
